Added new dateutil template filter

The new dateutil filter adds a plethora of functions to do maths on datetimes. You can load it to your templates using {% load dateutil %}.

The new filter has features like addtime, subtracttime, get_next_monh, and many more. Read more about it in your developer documentation in your admin under filters.
